What this chapter covers
This chapter covers miscellaneous articles of base metal that are not specifically provided for elsewhere: locks, fittings and mountings for furniture and buildings, office stationery fittings, ornaments, packaging closures and welding electrodes. Parts of base metal are classified in the heading of the article to which they belong. A chapter note defines what counts as a "castor" for heading 83.02 by reference to size.
Padlocks and locks, clasps and frames incorporating locks, and keys therefor (83.01)
Mountings and fittings for furniture, doors, windows, shutters, vehicle bodies, trunks and cases; hat-racks, automatic door closers and castors — up to 75 mm in diameter, or larger if the wheel is under 30 mm wide (83.02)
Office stationery fittings: loose-leaf and file mechanisms, paper clips and corners, indexing tags, staples in strips (83.05)
Non-electric bells, gongs and the like; statuettes and ornaments, picture frames and mirrors (83.06)
Flexible tubing, with or without fittings (83.07)

Bununla beraber 73.12,73.15, 73.17, 73.18 veya 73.20 pozisyonlarındaki demir veya
çelikten eşya veya diğer adi metallerden benzeri eşya (74 ila 76 ve 78 ila 81. fasıllar) bu fasıldaki
eşyanın aksam ve parçası sayılmaz.
